Understanding Your Health & Safety Responsibilities
The government health and safety executive (HSE), which polices H&S in the UK, has in many respects more power than the police to investigate breaches of regulations and issue fines, or court proceedings, which can include unlimited fines and imprisonment.

Client Responsibilities and Consequences Under CDM Regulations
Client breaches of the CDM regulations can lead to enforcement action, including prosecutions, significant fines, and imprisonment for individuals. Common breaches include failing to appoint the correct duty holders, not ensuring the necessary pre-construction information is available, failing to provide adequate welfare facilities and failing to appoint a principal designer and principal contractor on projects that require them. These responsibilities apply to all construction projects, regardless of size, with some duties transferred to other parties for domestic projects.
